New Financing for Iraqi Projects

GE, Trade Bank of Iraq (TBI) and Standard Chartered Bank (SCB) have reportedly signed a financing MoU to accelerate the development of power and infrastructure projects in Iraq.

According to TradeArabia, a similar financing agreement with the three entities earlier this year facilitated the completion of the first phase of the ‘Power Up Plan’ signed by GE with the Ministry of Electricity to deliver more than 700 MW of power.

It adds that over the past year GE has attracted “more than nine” (sic) major global export credit agencies to Iraq, resulting in significant project investment commitment.

Shell “Considering Selling” Iraq Oil Assets

Shell is reported to be considering selling its oil fields in Iraq, as part of a global $30-billion asset disposal program.

The move follows the company’s $54-billion acquisition of gas company BG Group earlier this year.

Industry sources told Reuters that Shell has found only limited financial benefits in recent years from its involvement in Iraq’s oil production, where it is paid in crude oil but has limited say on production strategy, but that it continues to see value in developing its gas business in Iraq and is not interested in selling those assets.

Iraq accounted for around 4.4 percent of Shell’s total oil and gas production in 2015, according to its 2015 annual report.

Shell holds a 45 percent stake in the giant Majnoon oil field, that it operates under a technical service contract that expires in 2030. Production at Majnoon has stalled at 200,000 bpd, and although it has plans to double output, the company is just focusing on sustaining production this year.

It also has a 15 percent interest in the West Qurna 1 field (Reuters reports that it has 20 percent interest), which is operated by ExxonMobil.

The Basrah Gas Company (BGC) is a joint venture between the state-owned South Gas Company (SGC) (51%), Shell (44%) and Mitsubishi (5%).

KRG opens new Oilfield Services Registration System

The Kurdistan Regional Government’s Ministry of Natural Resources (MNR) has announced that the new online Oilfield Services Company (OSC) registration and Approved Vendor List (AVL) listing system, hosted by the MNR Portal, is now open for applications.

Having successfully completed an eight-week pilot, the MNR invites OSCs wishing to provide services to operators in the Kurdistan Region to register with the MNR, and subscribe onto Approved Vendor Lists (AVLs).

The new system will allow OSCs to:

  • Apply for registration and listing remotely from anywhere in the world
  • Choose to list their services from a comprehensive catalogue of AVLs
  • Receive invitations to tender directly from the AVL system
  • Ensure participation in all tenders related to your registered services
  • Manage their registration profile via an easy to use and secure system

As part of the application process, OSCs are required to submit corporate, financial, quality management, HSE management and local development information, as well as technical information related to the AVLs they are applying to subscribe onto, of which there are over 200.

The MNR encourages OSCs that were listed on the old system, to begin their applications as soon as possible, as in early 2017 the old AVLs will expire, and only OSCs listed on the new AVLs will be eligible to receive invitations to bid on work from Operators, which they will send via the MNR Portal.

Counter-ISIL Strikes Continue in Syria, Iraq

U.S. and coalition military forces continued to attack Islamic State of Iraq and the Levant terrorists in Syria and Iraq yesterday, Combined Joint Task Force Operation Inherent Resolve officials reported today.

Officials reported details of yesterday’s strikes, noting that assessments of results are based on initial reports.

Strikes in Syria

Attack, bomber, fighter and remotely piloted aircraft conducted five strikes in Syria:

  • Near Abu Kamal, two strikes destroyed two oil wellheads and two oil pumpjacks.
  • Near Shaddadi, two strikes engaged two ISIL tactical units and destroyed two fighting positions and a vehicle.
  • Near Raqqah, a strike engaged an ISIL chemical weapons storage facility.

Strikes in Iraq

Attack, bomber, fighter, rotary and remotely piloted aircraft conducted eight strikes in Iraq, coordinated with and in support of Iraq’s government:

  • Near Qaim, a strike engaged ISIL military equipment and a defensive position.
  • Near Beiji, a strike engaged an ISIL tactical unit and destroyed a tunnel.
  • Near Mosul, four strikes engaged three ISIL tactical units, destroying four vehicle bombs, four mortar systems, three ISIL-held buildings, two vehicles, two weapon caches and an ISIL compound. A mortar system was suppressed, and 22 supply routes and a tank were damaged.
  • Near Qayayyarah, a strike engaged an ISIL tactical unit, destroying two vehicles, two ISIL-held buildings, a weapons cache and a vehicle bomb. A heavy machine gun was suppressed.
  • Near Sinjar, a strike engaged an ISIL tactical unit and destroyed two vehicles.

Task force officials define a strike as one or more kinetic events that occur in roughly the same geographic location to produce a single, sometimes cumulative, effect. Therefore, officials explained, a single aircraft delivering a single weapon against a lone ISIL vehicle is one strike, but so is multiple aircraft delivering dozens of weapons against buildings, vehicles and weapon systems in a compound, for example, having the cumulative effect of making those targets harder or impossible for ISIL to use. Accordingly, officials said, they do not report the number or type of aircraft employed in a strike, the number of munitions dropped in each strike, or the number of individual munition impact points against a target. Ground-based artillery fired in counterfire or in fire support to maneuver roles is not classified as a strike.

Part of Operation Inherent Resolve

The strikes were conducted as part of Operation Inherent Resolve, the operation to eliminate the ISIL terrorist group and the threat it poses to Iraq, Syria, the region and the wider international community. The destruction of targets in Syria and Iraq further limits ISIL’s ability to project terror and conduct operations, officials said.

Coalition nations that have conducted strikes in Syria include the United States, Australia, Bahrain, Canada, Denmark, France, Jordan, the Netherlands, Saudi Arabia, Turkey, the United Arab Emirates and the United Kingdom. Coalition nations that have conducted strikes in Iraq include the United States, Australia, Belgium, Canada, Denmark, France, Jordan, the Netherlands and the United Kingdom.

A total of $148,438,556 sold at a price of 1182 Iraqi Dinars (IQD) per dollar.
